Straight answers
Is house cleaning taxable in Texas?
Generally yes, when it's a cleaning business providing the service. Texas Comptroller guidance treats cleaning of homes, offices and other buildings as a taxable real property service. A household employee hired directly by the homeowner is different.
Should my cleaners be employees or contractors?
It depends on how the work is controlled, and the rules are strict. Ask your CPA or an employment attorney. We'll keep payroll or 1099 records right either way.
